At a time when the New Patriotic Party (NPP) requires experienced, disciplined and decisive leadership to rebuild its structures and prepare for the 2028 general elections, one name stands out prominently: Dr Charles Dwamena, popularly known as Dr China.
Dr Dwamena is not a newcomer to the affairs of the NPP. His political and administrative journey has taken him through several important positions, giving him a depth of experience that makes him exceptionally qualified for the demanding office of General Secretary.
He is a former Ghana’s Deputy Ambassador to The People’s Republic of China, former Director of Finance and Administration at the Party’s Headquarters; he was the Secretary to the 2016 NPP National Campaign Team. He currently serves as the National Treasurer of the NPP and has now offered himself to serve as the Party’s next General Secretary.

The office of General Secretary is not merely a title. It requires a person who understands party administration, appreciates the concerns of the grassroots, can enforce discipline fairly and can make difficult decisions in the interest of the Party; And Dr China represents that leadership.
He is widely regarded by the Party supporters as a disciplined, firm, honest and decisive party man. His supporters believe his leadership can bring greater accountability, order and efficiency to the Party’s structures.
His campaign message, “Let’s Rebuild to Restore the Lost Love,” speaks directly to the need to rebuild internal confidence, strengthen grassroots participation and restore the organisational machinery of the NPP.
Experience That Matters
From diplomatic service to party administration, campaign organisation and financial management, Dr Dwamena has accumulated experience across different areas of leadership.
His current position as National Treasurer has also provided him with practical experience in strengthening the Party’s financial systems and improving internally generated funds. The Daily Graphic reported his claim that membership-dues revenue had grown substantially under improved systems of accountability and engagement.
For a Party seeking to rebuild, such institutional experience matters.
The NPP does not simply need a General Secretary who is easily to be compromise. NPP does not simply need a General Secretary who lacks accountability and throws money at supporters to cover his backs. The NPP needs one who understands systems, structures, people, discipline, administration, data and strategy.
NPP needs one who will not throw his hands in the air in despair and apologise to his opponents when the supporters needed him/her most.
General Secretary Position requires a person who understands the Party from the grassroots to the national level; someone who can coordinate executives, enforce discipline, manage competing interests, communicate effectively and, most importantly, turn ideas into results.
That is where Dr. China presents himself as a compelling choice.
A Vision Beyond 2028
Dr Dwamena’s campaign has also placed emphasis on strengthening polling-station structures, supporting party executives, research and data-driven decision-making and introducing programmes aimed at improving the welfare and capacity of party members.
He has spoken about initiatives including political mentorship, business incubation, human-resource empowerment, accidental insurance for Party supporters and support for polling-station executives. He has also proposed a modern National Headquarters complex that could combine administration, training, conferences and preservation of the Party’s history.
These ideas point to a candidate who wants to move the Party beyond election-to-election politics and build a stronger institutional organisation that will keep the Party in power for life.
The Choice Before NPP Delegates
The upcoming contest is therefore bigger than choosing between personalities, friendship and highest bidder.
